Once I finish the line edits and send it back, then it have to deal with the CEM. Every writer is different, but for me, the developmental edits are the hardest. That's where all the heavy-lifting rewrites happen. Line edits is mostly tweaking and fixing errant grammar and typos and the CEM is mostly catching the last grammar and typo problems without letting the edits rub out the story's voice.
